   An act to add Section 17284.5 to the Education Code, relating to
schools.



	LEGISLATIVE COUNSEL'S DIGEST


   SB 142, Baca.   Schools:  facilities.
   Existing law, the Field Act, requires approval of plans relating
to the structural safety of school buildings and for owned and leased
relocatable buildings to be used for school purposes.  Existing law
authorizes the State Allocation Board to grant, and provides for
extensions of, certain waivers for noncompliant buildings.
   This bill would, notwithstanding any provision of law to the
contrary, extend until January 1, 2001, any waiver granted by the
State Allocation Board to a school district for occupancy of a
nonconforming existing private building acquired for conversion for
use as a school building that had not expired prior to January 1,
2000, if work to make the building a conforming structure commenced
prior to January 1, 2000, but had not been completed by that date.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 17284.5 is added to the Education Code, to
read:
   17284.5.  (a) Notwithstanding any provision of law to the
contrary, any waiver granted by the State Allocation Board to a
school district for use of a nonconforming existing private building
acquired for conversion for use as a school building, that had not
expired prior to January 1, 2000, is hereby extended until January 1,
2001, if the work to make the building a conforming structure
commenced prior to January 1, 2000, but had not been completed by
that date.
